Russian law enforcement have detained Deputy Defence Minister Timur Ivanov on suspicion of taking bribes, Russia's Investigative Committee said on April 23, 2024. A Russian deputy defense minister in charge of military construction has been detained on Tuesday on suspicion of "large-scale" bribe-taking, in one of the highest-profile corruption cases since Moscow launched its war in Ukraine. A brief statement by the Investigative Committee, Russia's top investigative body, said late on Tuesday that Timur Ivanov had been taken into custody and an investigation into his case was proceeding. Defense Minister Sergei Shoigu had been informed in advance of his detention, he said. Russian news reports also said Ivanov was likely the most senior Russian official to face such charges since Moscow launched its invasion of Ukraine in February 2022.

But they are also potentially lethal for the soldiers carrying them, a US Army officer has said. Maj. Gen. Curtis Taylor told Jack Detsch, a reporter at Foreign Policy, that Army trainers had been warning soldiers about the dangers of taking cellphones on operations. Russian sources claim 89 soldiers were killed in the strikes, while Ukraine put the number at around 400.

Russian authorities blame Ukraine and report having repelled the attacks, while also admitting destruction and casualties caused by them. The Belgorod region has borne the brunt of the war compared to more distant Russian regions, which have been relatively untouched. The governor of Belgorod region, Vyacheslav Gladkov, said on March 23 that 24 people had been killed and 152 injured in the span of less than two weeks. Following a major air attack on Ukraine by Russia overnight into December 29, Kyiv retaliated a day later by targeting the Belgorod region.
